本科学研究事業の研究課題は「人口減少時代における地方発参加型教育実践の比較研究による新しい中等教育原理の探究」である。２つの類型の比較研究を採用している。第１類型は「地域アイデンティティ」の形成を狙いとした「地域学習」の効果に関する研究である。北海道十勝総合振興局管内大樹町の中学校において「ふるさと学習」と「キャリア教育」を融合した実践が行われていた。この実践を経験した中学3年生にアンケート調査を行い、その成果を2021年度4月発行の報告書としてとりまとめた。前年度の実績で報告した。第２類型は地方発参加型教育実践の研究である。2020年度以降、「コロナ禍」による緊急事態宣言の発出されていない時期に機関調査を行った。第１に、十勝総合振興局管内池田町の道立池田高校と池田町役場・議会の連携で行われている「池田町高校議会」の見学と実践後に参加した生徒へのアンケート調査である。これについては、2023年4月発行の報告書としてとりまとめた。「地域への議会を通じたコミットメントが高校生にもたらしたもの―「池田町高校生議会」実践の事例研究報告書―」である。高校・実践担当教員と議会事務局に対する説明と意見交換をおこなった。第２に、同じく十勝総合振興局管内の鹿追町の道立鹿追高校と鹿追町役場・議会の連携で行われている「鹿追町高校生議会」の関係主体（高校・担当教諭、教育委員会、議会事務局）の調査と高校生議会の見学、実践後に参加した生徒へのアンケート調査を行った。これについては、まだ分析に着手できていない。2023年度に結果をまとめて、高校・実践担当教員と議会事務局に対する説明と意見交換を行う予定である。科学研究事業の当初計画年度は2021年度に完結予定であった。しかし「コロナ禍」により2021年度も調査の実施、2022年度も一部の報告書作成に止まった。最終年度となる今年度は全体のとりまとめを行う。
