项目摘要

当該年度は本来研究計画２年目に実施予定であった革新学校における学校民主化の取り組みと現状についての研究を行うべく、現地の学校を訪問した。具体的には、革新学校における生徒会活動の現状を探るとともに、革新学校における教師の実践状況を知るために、京畿道内の３つの高等学校を訪問して主に生徒会活動の実態についての調査を行った。その結果、以下の点が明らかになった。まず、韓国において生徒自治は法的に保障されている中で革新学校は生徒自治を促進するための条件が整っていることがわかった。２点目に生徒自治の中心は生徒会であり、生徒会活動を行う生徒は自発性を有していることが確認された。３点目に、生徒自治は革新学校の理念のうち、民主性、倫理性と関係していることが確認できた。４点目は教師が生徒の自治活動に関わることによって教師自身の立場性を乗り越えられる可能性があることが判明した。一方で、実際に生徒自治活動を行う条件は限定されている点や、自治活動から取り残される生徒もいる点などは課題である。これらの点を踏まえて、今後の革新学校における生徒自治活動の方向性について以下の点を指摘した。まず、革新学校が普及していく中で従来のように一般学校と明確に区別することが難しくなっており、リーダーとなる教師によって新しい形の革新学校を模索する必要がある。２点目に、教師が自発性を持ち内実ある専門的学習共同体を運営できるように、生徒対教員数を増加させる必要がある。３点目に、児童生徒人権条例の精神を教育現場で周知しながら、生徒と教師の関係性を問い直せるような行事を設定する。そして４点目に、公募制校長制度など、既存の制度を活用して学校民主化を進める、等という点である。
