项目摘要

戦後教育改革期に文部省・内務省が中心に推し進めた母親を対象とする家庭教育支援事業の実情を把握するため、コロナ禍のためこれまでに実施できなかった分を含めた全国調査を通した史料の収集・分析を行うことを令和4年度の研究計画として掲げていた。しかしながら、感染者数の全国規模での増加が令和4年度前半期も継続し、研究に不可欠な一次資料の全国規模での調査・収集を実施することができなかった。したがって、令和4年度前半期は前年度に引き続き、オンラインで閲覧・収集が可能な限られた資料を用いた分析・検討とならざるを得なかった。感染者数に落ち着きが見られ始めた夏以降の後半期には、調査が可能な地域での資料調査を開始した。その結果、昨年度実施した子育て経験のある高齢女性(80歳以上)200名を対象としたインターネット調査での結果を裏付ける一次資料の収集につながり、戦後教育改革期に山梨県と愛知県で開催された母親向けの家庭教育講座の実態を描き出すに至った。一方で、当初から予定していた子育て経験のある高齢女性(80歳以上)を対象とした対面でのインタビュー調査は、コロナウイルス感染防止のため実施することが出来なかった。令和4年度の成果として次の3点をあげることができる。第一に、山梨県・愛知県では、母親を対象とする講座として学校を拠点とする文部省主催の母親学校と公民館や病院等を拠点とする内務省主催の母親学級の2つが併存しており、母親たちはいずれか、あるいは両方の講座に地域単位で参加することが要請されていた。第二に、両県では、文部省が推奨する母親学校研究会発行の書物をテキストとして使用しており、また母親たちに同会発行の『月刊母親学校』の購読を奨励していた。第三に、それぞれの講座を修了した母親たちは指導者としての役割が課せられ、地域の家庭に対し、政府が謳う新たな家庭教育の方針を普及することが期待されていた。
