项目摘要

子育て支援における障がい児対策を推進する上ではユニバーサルアプローチの視点が重要で、集団の特徴を同定し、効果的に働きかける戦略を見出す研究が急務である。本研究の目的は、子育て世代包括支援センター（以下、センター）における障がい児とその家族に対する取組実態を把握し、効果的に働きかける戦略を明らかにすることである。センター設置が概ね進んでいる一方で、障がい児に対する支援方策は、センターでの直接の支援でなく既存の障がい児サービスとの連携を重視しており、その理由を明らかにした（2019・2020年度研究）。障害のある子どもが必要なサービスを受けるため、適切に機関へつながるためには、まずはセンターを利用する必要がある。しかし、乳幼児をもつ母親の66.9％のみがセンターを知っている状況で戦略的なセンターの周知・利用促進の必要性があった。さらに、4割が、子どもの成長や発達のことが気になっているにもかかわらず、6割はフォローを受けていない現状であり気軽に相談できる体制の整備が必要であった（2021年度研究）。ちょうど、2022年6月の児童福祉法等の一部を改正する法律により、本研究の対象である子育て世代包括支援センターが、子ども家庭総合支援拠点と統合し、「こども家庭センター」を設置することが決まった。2024年4月以降をめどに各自治体での設置が努力義務とされた。そのため、2021年度研究結果を、今後、こども家庭センターの妊娠期からの子育て支援推進の基礎資料となるように、取りまとめて論文化（2023.11月厚生の指標掲載）した。
