项目摘要

今年度は、研究実施計画に従い、課題1「限界集落化と地域再生を実現する経営組織」に関する先行研究レビュー、課題2「限界集落化する漁業地区の就業構造と家族経営の展望」、課題3「沿岸漁業における新たな経営形態とその発展可能性」について研究に取り組んだ。課題1は地域再生を実現する経営組織として漁業協同組合の地域漁業再編機能に関わる先行研究をレビューするとともに、農業における集落営農組織との比較検討を行った。課題2は兵庫県姫路市坊瀬島地区における漁業就業構造の変容過程と人口動態について現地調査を実施した。当地区では2000年まで漁場環境の変化に対応した生産構造を構築して漁業者数そして島内住民が増加してきたが、2000年代からは貧栄養化により漁業対象種が変化し、漁家漁業と雇用漁業との相互補完的な漁業就業構造が崩れたことから漁家の後継者が地区外に流出している。その結果、雇用漁業は乗組員を地区内で調達することが難しくなっており、地区外や外国人労働力への依存度が高まっている。この成果を専門誌に発表した。また長崎県新上五島町浜串地区における漁業就業構造の変容過程と限界集落化について現地調査を行った。当地区は1980年代まで大中型まき網漁業が集積しており、その乗組員が引退後に沿岸漁業へ移行する形で地域漁業と地域社会が成り立っていたが、その後、大中型まき網漁業が衰退するなかで地域の沿岸漁業へ参入する新規就業者がいなくなり、漁業者と住民の数が著しく減少している漁業集落が存在していることを明らかにした。課題3は、今後、経営体数・漁業者数の減少に応じて地域全体の漁場・資源、漁法、資本、労働力、経営形態の組み合わせを最適化して持続可能な漁業経営を創出し、それによって地域全体の漁業生産を維持する取り組みが重要であることを明らかにした。この成果は日本水産学会シンポジウムで発表した。
