项目摘要

本研究は、平成30年（2018）に改革された水産政策後の中小漁業経営体が存続するための方向性（経営のあり方）を解明することを課題とする。研究の1年目は、調査対象の存立条件と経営上の問題点把握、2年目は把握した問題点を解消するための方策の検討、3年目に当該対応策の検証を予定していた。しかし、新型コロナウィルス感染症の感染予防対策の実施により、1年目の終わり近くから2年目、3年目と現地調査が行えず、研究期間の終了となり、延長申請をした次第である。実績としては、1年目（2019年度）で、既存の資料を基に西日本地域のA地区及びB地区の沖合底びき網漁業（以下、沖底と記す）を対象として、存立条件と経営継続のための問題点の分析により、漁獲物特性及び後背条件によって存立条件や問題点が形成されていることが確認できた。2年目以降は、上記の様に現地調査を実施出来ないために、前年度の調査対象地での分析を進めた。それによれば、水産政策改革に基づく改正漁業法の施行が令和2年（2020年）12月のため現実的な影響はまだ確認出来なかった。他方、既存経営体における経営継続方策の一端として、外国人技能実習制度を利用した労働力確保を安定化させるために実習生の労働環境や陸上での住環境への配慮により実習生のストレスの蓄積を緩和する方策の実態を把握することが出来た。沿岸漁業においては、経営形態を個人経営から団体経営化への変革の必要性が高まっていることが確認された。今年度は、現地調査の実施事例を増やすことで研究課題の進捗を図りたい。
