1.調査 北海道の沖合底びき網漁業について調査を行った。調査対象は、稚内地区の沖底経営とした。北海道の沖底は国内の最上層である100-200トン層であって、漁船規模と200カイリ規制に伴う漁場利用上の環境変化の中で、その漁船規模の適正化が検討され始めていること、また稚内地区は道内の沖底において、経営体数および生産量・生産額等から道内の主要産地の一つであること、等によって調査対象とした。調査では、漁協、関連機関への資料の収集と漁業者への聞き取りを行った。収集資料は、沖底の現況と収益性および生産性に関する資料は収集できたが、個別経営体の財務に関する資料は収集が困難であった。したがって、分析は主に現況の把握と収益性および生産性に関するものが主体となった。財務面に関する分析は、公表されている資料によるものとなった。なお、中小漁業としての存立条件を考える場合、漁場環境、漁獲対象資源等が異なれば、経営形態も大きく異なるため、比較対象事例として50-100トン層を主体とする山陰地域(兵庫県香住町漁協、および鳥取県網代港漁協)の沖底経営についても同様の調査を行った。2.調査結果 分析は、北海道の沖底経営体を主体として行った。稚内地区における沖底は、減船による効果と漁獲物価格の高騰によって収益性および生産性に関わる経営指標は向上している。その意味では、現漁船規模に問題がないことになった。また、着氷海域への出漁に伴う操業上の安全確保という点からも漁船規模の小型化は肯定され難いことが分かった。しかしながら、ロシア水域への入漁や資源変動に依存する部分が大きく現在の生産状況が安定的に推移することは不透明な部分が大きい。現有規模の評価を現在検討中である。
