项目摘要

2020年度、2021年度は、契約農業における企業と農家との契約関係を視覚的に表現し、分析する方法として、DAG（Directed Acyclic Graph）による因果ダイアグラムの構築・分析を試みてきたが、2022年度は、この方法論についての精緻化を試みた。モラルハザードの状況をDAGで表すための条件を整理し、また、契約理論で示されるモラルハザードへの対策がどのようにDAGにおいて表現されるかを検討し、MHCD（Moral Hazard Causal Diagram）の分析方法を提案した。これは、通常のCausal Diagramにおいて、事後における隠れた行動、エージェントおよびプリンシパルの利得の３点をノードとして含み、隠れた行動から、利得への直接あるいは間接のパスを持つものである。ヒアリング等を通した実態の観察を通して、中間ノードとパスを追加することで、契約理論と整合的なCausal Diagramを構築することが可能である。モラルハザードの存在は、隠れた行動からの直接・間接的なパスの総合効果が、行動の当事者の利得に対して正、取引相手の利得に対して負となっているか否かで検証可能となる。この枠組みをホウレンソウの契約栽培のケースに適用した。当該事例は、昨年度の研究において、プリンシパルである調達企業が、契約設計を通して農家側のモラルハザードを適切に管理していること、しかし、依然として農家の契約継続に問題を抱えていることが明らかになっている。企業および農家への追加のヒアリング、およびMHCDの構築と解析を通して、契約農業における農家側のモラルハザードのメカニズム、それに対処するための企業側の契約設計のメカニズム、そして、その対処によって、農家のモラルハザードの状況が解消されたと同時に、企業側のモラルハザードの状況が生じたことが明らかとなった。
