本研究計画では、わが国の都市とその周辺地域において発生する「都市における飢餓」に着目し、食料を量と質の各側面で確保する施策を検討するために以下の3つの課題を設定している。1) 地域および都市におけるフードシステムの脆弱性のアセスメント手法を確立する。2）「都市における飢餓」への施策の社会的意義と限界を明らかにする。3）わが国の特徴にあわせた都市食料政策のあり方を示す。2022年度は、以下のように研究成果のとりまとめを進めた。課題1）については、2021年6月に実施した質問紙調査の分析作業を進め、食行動（食物摂取頻度）に関連する要因の抽出を行った（Kiyohara, et.al）。また、フードシステムの持続可能性に関連し、消費者による環境または栄養に配慮した食品への支払意思額に影響を与える要因に関する分析を行った(Ueda, et al)。これらの結果をまとめ、国際学会で報告した（2022年12月）。さらに、研究分担者（上田）を中心として、フードシステムの持続可能性に関連する項目として、消費者の倫理的消費に関する調査項目（ふだんの食に着目したエシカル消費意識について問う11項目）等を追加した追加の調査を実施した。課題2）および3）については、都市食料政策（地域食料政策）の連携が進む北米、フランスにおける購買環境整備に関する情報を文献ならびにわが国の行政職員と研究者の共同の研究会、ならびに調査に参加することで収集、整理した。この結果、わが国における食料政策確立のための要件を探り、同時に現在までのわが国の農業・食料政策を検討する作業を進めた。この成果は「地域食料ビジョン報告書」として公表された（農林水産省HP）。また一連の情報収集・分析を通じて、FAOが定義する「食料安全保障」概念に基づく新たな「食料政策」の必要性を確認するに至った。
