本研究は水害時に自らの判断で避難行動をとる率先避難高齢者を育成することである。自然災害など大規模災害では発災後72時間は公助による支援は被災者に届かず、国の方策としても自助・共助を薦めている。今年度は、率先避難高齢者育成のための教育教材を作成し、防災教育のプレテストを実施した。使用した教材は、既存の各自治体で作成されているハザードマップのほか、気象情報の映像等を用いたオリジナル動画や個人の防災計画用紙等である。高齢者の避難を躊躇する心理特性や古くから地域に根付く互恵意識・風土など、地域の特性を踏まえ、想定される水害による被害状況および率先避難の有用性を講義し、介入前後の防災意識を測定した。個人の防災計画では、疾患や既往歴によって準備する非常用持ち出し物品が異なっていたり、同居家族の身体状態により避難先の選択や避難のタイミングに影響することが確認できた。また、参加者より避難時には避難したことを示す印を自宅に掲げたり、地区役員に連絡することの必要性や防災計画に活かすために世帯調査の項目を検討する必要性など、具体的な改善策のアイディアが多数出され、貴重な意見が得られた。今後、本調査では、様々な地域の高齢者を対象に同様のプログラムを実施し、水害に対する高齢者の備えの特徴を見出すとともに教育教材の洗練化を図っていく。
