项目摘要

2023年（R5年）2月15日（出国）～3月2日（帰国）の14日間、研究対象地ウガンダ共和国のキリヤンドンゴ難民定住地（以下、難民定住地と記す)において、女性を対象とした暴力（以下、SGBVと記す）に関し調査を実施した。女性難民代表を含む18名に面接調査を行い、難民定住地内のヘルスセンター、警察の派出所、主に性的暴力被害者の心理的支援を行うNGOを訪問し、実態調査を行った。結果、警察の派出所に報告されたケース数と、ヘルスセンターへの報告数には大きな隔たりがあることが判明した。警察への報告は捜査を必要とするもののみが報告し、記録される。難民定住地におけるSGBVの多くは、夫の家族・親戚縁者によるものが多く、南スーダンやウガンダの慣習や文化的背景から、家庭内での出来事を口外しない。よって、報告されたケースは氷山の一角であることが容易に想像できる。ヘルスセンターにおけるSGBVの報告数は、2019年の報告数を1とした場合、2020年は2.6倍、2021年は4.86倍、2022年に至っては7.25倍と、非常に多くなっている。この背景は、パンデミック下の行動制限で「強制的な近接」がひとつの原因ではないかとのことであった。加えて、SGBV発生が予測されたために、ラジオなどを使って人々への教育に力を入れたことによる報告数の増加でもあると考えられていた。面接調査18名の内、暴力を受けた経験がないものはひとりのみであった。自国や難民定住地移動後も暴力を受けている状況があり、個々の背景、被害者（女性）たち自身の心身の健康の維持、管理方法などは、今後データをもとに精査する予定である。次（2023）年度は、再度調査地を訪問し、今回の面接協力者を対象にフォーカスグループディスカッションを行い、今後に向けて、女性たちが実施可能な予防策を導き出す予定である。
