项目摘要

本研究は、大規模自然災害時における健康生活再建，事前復興，持続可能な地域包括ケアシステムへ活かすことを目的として、これまでの自然災害時の実際の事例整理を踏まえ、被災後の健康二次被害の削減および、コミュニティ活性促進のためのアプローチを検討するものである。本年度は、災害支援およびコミュニティの中での活動および本研究の調査結果をまとめ、体系化することを目標とした。まず、2018年西日本豪雨災害時において、当時作成開発及び協力を行ったログブックに関する効果検証として、被災後の住民がどのようなプロセスをたどっていたのか、インタビュー調査を通じ振り返り、論文としてまとめ、国際学会および国際誌にて発表を行った。セルフケア，プライマリヘルスケア，コミュニティヘルスの観点から災害後の課題の抽出、ログブックの役割を分析し、定性的な内容の時系列分析を行った結果、災害時においても、平時からのセルフケアや地域社会とのつながりが重要であることが示唆された。次に、災害時のイメージングツールを用いた減災研修へ活用する学習教材作成に取り組んだ。災害はいかなる時に訪れるかは予測が難しい。綿密な行動計画が立てられている場合であっても、災害発生時刻，季節，平日や祝日等，発災時の状況により、初動体制や人員の招集状況等、マニュアル通りにはいかない事例がおこりうる。災害後の健康二次被害削減におけるプライマリヘルスケアの視点を含め、自治体における災害時初動体制、及び既存の防災計画や保健活動計画への示唆を得るための研修教材を作成し、効果を検証した。災害時におけるプライマリヘルスケアの観点を取り入れ、研修成果は論文としてまとめた。次年度は、これまでの活動および研究を踏まえ、被災後の健康二次被害削減とコミュニティ活性促進のためのアプロ―チについて、保健師の視点およびジェンダー視点からも考察を行いまとめる。

This study aims to reconstruct healthy life in the event of large-scale natural disasters, and to explore possible areas for sustainable development, including the reduction of health secondary damage after disasters, and the promotion of health secondary damage. This year's disaster support activities and the results of this study are targeted and systematized. In 2018, during the torrential rain disaster in western Japan, the development and cooperation at that time were carried out. The results of the investigation were verified. The residents after the disaster were involved in the investigation. The investigation was carried out. The papers were published. The international society and the international journal were published. In addition to the above, we also analyze the time series of qualitative content and the results of disaster analysis. In peacetime, we also analyze the importance of regional and social development. Next, disaster reduction training materials are used to create and organize disaster reduction training materials. Disasters are difficult to predict when they occur. Mitigate action plan is established in case, disaster occurrence time, season, weekday, etc., disaster occurrence situation, initial operation system, recruitment status, etc., case, etc. The viewpoint of secondary damage reduction after disaster, including disaster initiation system of autonomous body, and the demonstration of existing disaster prevention plan and health care activity plan shall be prepared and verified. When disaster occurs, the results of the study will be taken into consideration. In the next year, we will conduct activities and research, reduce the secondary harm to health after the disaster, and promote the activity of health care workers. We will conduct inspections from the perspective of health care professionals and from the perspective of health care professionals.
