2022年度はこれまでの研究成果の一部を、論文「ズュースミルヒ『神の秩序』と人口の統治」（『待兼山論叢』56号（史学編））として発表した。ヨハン・ペーター・ズュースミルヒはその主著『神の秩序』（1741年）において、人口動態の法則性を発見し、人口統計学の基礎を築いた。そのさい彼は自身の知見を政治的、経済的に応用することを意識的に避けていたが、1761/62年に刊行した改訂版では一転して、人口を増やすための政策を積極的に提言している。何がこの変化をもたらしたのか、本論文ではズュースミルヒ自身の経験と、18世紀半ばにおける知的潮流の両面から解き明かした。1757年のベルリンで下層民の死亡率が上昇したことの背景に社会経済的な要因を見いだしたズュースミルヒは、人口秩序を政策的に応用する可能性について自信を深めた。同じ頃、ドイツだけでなくヨーロッパ規模で、自然の秩序にもとづく統治によって人間社会をよりよく統御し、人民の幸福を促進できるという思想が広がっていた。ズュースミルヒが展開した人口政策は、ドイツ官房学を大成したJ.H.G.v.ユスティやフランスのフィジオクラット（重農主義者）らの所説とともに「計る統治」として捉えられるものであった。以上が本論文の概要である。興味深いことに、統治論において自然の秩序にもとづく人口政策が現れた1750-60年代から、プロイセン政府は人口および出生者・死亡者数の変遷、家畜頭数、農業・工業生産に関する統計調査を制度的に実施していた。2022年度末には長らく延期していたベルリンでの資料調査を行い、上記のプロイセンにおける公的統計に関する史料を収集した。これらの分析を通して、ズュースミルヒや官房学の統治論にみられる「計る統治」のコンセプトと、国家による統計調査との関連について考察を進めることができるだろう。

A part of the research results of the 2022 academic year was published in the paper "The Order of God and the Governance of Population"(No. 56 (History Edition)). In 1741, the author of the book "God's Order" was published. The laws of population dynamics were discovered. The foundations of demography were established. In 1761/62, he published a revised edition of his own opinion on political and economic issues, and actively proposed policies on population growth. This paper is about the trend of the 18th century. In 1757, the mortality rate of the lower classes increased. The background of this increase was the important reason for the increase in the population order and the possibility of using it for self-confidence. In the 1750s and 1760s, the government began to implement the system of statistical investigation on population, birth and death, number of livestock, agricultural and industrial production. The analysis of this problem is based on the theory of government and housing, the statistical investigation of the state and the investigation of the relationship between them.
