项目摘要

2022年度はコ・プロダクションとアウトカム評価の関係を調査するために渡米し、メリーランド州及びバージニア州で知的障がい者に対して社会サービスを提供しているNPOのうち10団体に対してインタビュー調査を行った。また、インタビュー調査を行った団体から提供していただいた資料を分析した。この調査結果については、2022年11月に開催された米国NPO学会（Association for Research on Nonprofit Organizations and Voluntary Action）で研究発表を行った。知的障がい者に対する社会サービスの提供においては、ケースマネージャーや家族がサービス利用者の意思決定を支援したり、利用者に代わって意思決定をしたりすることがある。よって、サービス利用者と家族、ケースマネージャー、NPOのスタッフがチームとして、サービス利用者が望む人生を送ることができるように議論を重ね、サービス利用者のニーズを把握し、達成すべきアウトカムを設定し、どのサービスを利用するかを決め、どの程度アウトカムを達成したかを評価する必要がある。パーソン・センタード・アプローチでは、サービス利用者が家族や友人などと相談しながら自分の人生にとって重要な目標を定め、どのようにその目標を達成するのかを家族やケースマネージャー、NPOのスタッフとともにチームとして計画を立てていることが分かった。また、複数のNPOが関わることが多いので、各NPOがきちんとサービス利用者にとって重要な目標を理解しアウトカム達成にとって必要なサービスを提供できるように、ケースマネージャーが各NPOとしっかり連携する必要があることも分かった。今後は、アウトカムの設定や必要なサービスに関してチーム内に意見の違いがある場合に、どのように合意を得ようとしているのかについて調査をする予定である。
