项目摘要

本研究では、自治体における新たな業績マネジメントシステムを構築することを研究目的としている。具体的には、これまで実施されてきた行政評価の課題を整理するとともに、近年民間企業で導入が進む統合報告を自治体に導入し、行政評価と融合することによって新たな業績マネジメントシステムを構築することができるか明らかにすることを研究目的としている。本研究においては、国内の行政評価の現状と課題の把握とともに、統合報告に関する海外の研究者による先端理論の調査や海外の先進事例の調査を実施する予定であったが、新型コロナウィルスの影響により、本年度においても海外での調査を実施することができなかった。したがって、国内の行政評価担当者へのヒアリング等の国内調査の実施および海外文献の調査が本年度の研究の中心となった。統合報告には、外部報告としてのディスクロージャーの側面と統合思考を中心とする内部マネジメントへの影響という側面があると考えられる。本年度においては、統合報告に関する海外で公表された理論研究を基礎として、自治体に統合報告を導入した場合における外部・内部に対する効果について検討する論文を公表した。また、自治体におけるマネジメント構造を明らかにするため、マネジメント・コントロール理論を基礎として自治体のマネジメント構造について検討する論文を公表した。

This study aims to establish a new business model for autonomous enterprises. In recent years, private enterprises have introduced integrated reports, administrative evaluation and integration, and new performance evaluation projects have been established. This study focuses on the current situation of administrative evaluation in China, the understanding of the subject, the integration report on overseas researchers, the investigation of advanced theories and the implementation of overseas advanced cases, the impact of new types of administrative evaluation, and the implementation of overseas investigations this year. The research center of this year is the implementation of domestic investigation and overseas literature investigation, such as domestic administrative evaluation personnel, etc. Integrated reporting, external reporting, bottom analysis, integrated thinking, internal reporting, bottom analysis, This year's report is related to overseas theoretical research, local integration report, external and internal research results. This paper presents the theoretical basis of the development of autonomous systems.
