本研究によりベスト・バリュー制度が示唆するものを挙げてみると次のようになる。第一に、ベスト・バリュー制度による行政改革の目的が、民間委託の推進を通した「減量化」や行政の「効率化」のみへの関心から、理念的には、行政の質をも重視したアプローチに転換していることである。そして、その実現のために、住民の参加が求められ、また、政府のさまざまな文書では、良質のサービスのためには良質の雇用が必要であるとして、労働者の労働条件へも関心が向けられていることである。第二に、ベスト・バリューの目的達成のために必要な参加、「基準設定」、計画策定のあり方について自治体による選択・決定の範囲が拡大するという意味で自由が拡大し、ニュー・パブリック・マネジメント(New Public Managemant)の手法が採り入れられていることである。ベスト・バリュー制度のねらい自体は、評価されるべき点もあり、以上のような課題をクリアしていくことによって、透明性の高い行政が達成されるかもしれない。ただ国民受けのする効果を全面に打ち出し、強調することによって、イギリス行政改革が目指す本来の意図を覆い隠しているようにも思われる。サッチャー政権以降の政治手法は、福祉国家の解体という政治問題を行政問題にすり替えることによって、非政治化させて、それを技術的に解決する方向へ誘導することであった。これらの行政改革によって達成されるものは、福祉国家の本質的な構造転換をもたらすものではないことも確認しておかなければならないだろう。
