项目摘要

本研究の目的は、介護サービスを終了した利用者が地域の中で自立した生活を営むために活用できる継続性、安定性を重視した地域資源を開発することである。そのため、地域ケア会議により共通認識された地域課題に対し、法人格を有する介護サービス事業所や社会福祉法人が、事業所による地域貢献活動という命題の具現化方法として、地域資源開発が位置づけられているかを明らかにすることである。また、厚生労働省が提起した施策を実現するために地域ケア会議によって発見された地域課題が、区市町村の政策形成へとつながっているかを検証し、政策形成機能レベルに到達する成否にかかわる要因を明らかにすることである。しかし、2022年度もコロナ禍により、予定していたヒアリングへの協力が得られず、計画通りに進んでいない。コロナ禍によって訪問調査が実施できない状況にあり、自治体調査の難航が続いたため、自治体調査は実施しないことに計画を変更した。変更後、法人格を有する介護サービス事業所や社会福祉法人を対象とした調査を行っていくことにしたが、こちらも家族等が面会できない状況において研究者への対応ができないという理由から、年度内のヒアリング調査を断念した。2020年度に行った自治体ヒアリングの分析を行いながら、当初予定していた地域ケア会議により共通認識された地域課題は、コロナ禍により変化していることが想定され、今後の研究の方向性について修正を検討している。コロナ禍の動向を踏まえながっら、改めて法人格を有する介護サービス事業所や社会福祉法人へ、研究協力依頼を行っていく。
