项目摘要

本研究では、何れも全国新幹線鉄道整備法（全幹法）に事業の根拠がある整備新幹線とリニア中央新幹線の政治過程の比較を通して、リニア中央新幹線の政治過程の実態と両者の異同の要因を解明することにより、「『政治の過剰』の整備新幹線と『政治の過少』のリニア中央新幹線」という作業仮説の妥当性を検証することを目指している。研究5年目である令和4（2022）年度は、年度当初に年間の研究計画等の予定を立てる段階で、前年度までと同様にコロナ禍の影響による内外の事例調査（現地調査）への一定の制約が依然解消していない状況を踏まえ、図書や行政資料、新聞記事、国会や地方議会の会議録等の調査、分析を優先することとした。とりわけ、未だ着工前の足踏み状態が続く九州新幹線（西九州ルート）とリニア中央新幹線（静岡工区）の状況について、前年度の成果を踏まえつつさらに深掘りするため、関係アクターの言説やその推移を探る材料として佐賀県議会や静岡県議会の会議録、国と県あるいは県の協議の場や検討会議の会議録などの収集を行い、テキスト分析の手法なども活用しつつ整理、分析に取り組んだ。これら作業の結果、「『政治の過剰』の整備新幹線と『政治の過少』のリニア中央新幹線」という作業仮説は概ね妥当であることを確認する一方で、整備新幹線における「政治の過剰」の変化、国政レベルと地方レベルとにおける過剰・過少のずれ、といった点について、その背景も含めさらに深掘りする必要性、課題を発見した。
