项目摘要

本研究は「DEAを用いた整備新幹線開業による地域経済活性化とJR旅客各社の経営効率化の評価」が目的であり，2022(令和4)年度は実施3年度目である。そこで，前年度で残された課題を中心的に行い，地域経済の活性化に対する評価の枠組み設定を引き続き検討し，加えて新しい分析モデルの開発を進めた。まず1点目として，本研究で用いる最新の各種データと地域経済データの新たな項目も収集，整備した。2点目として，地域経済の活性化に対する評価の枠組み設定に関して，前年度に導入した「地域経済の活性化は若者の地元地域への定着が必須」である視点を評価の枠組みへ取込むため，前年度とは異なる試行的な分析を行った。この新たな視点では，地方へ有能な若者を呼び込み定着を図るきっかけとして，大学進学時に地元地域周辺の国立大学への進学が重要な点であると仮定した。この仮定に基づき，近年積極的に各国立大学が導入，増員を図っている「総合型選抜」や「学校推薦型選抜」に焦点をあて，各国立大学の所在地方周辺等において，整備新幹線(北海道,東北(盛岡市・青森市間),北陸,九州・鹿児島ルート)＋山形新幹線＋秋田新幹線の開業との関係について，前年度とは異なる視点で分析を行った。なおこれらの新たな視点の導入は，地域経済の活性化を評価する本研究の独自な点であるため，引き続き検討を進める。3点目として，DEAとInverted DEAを統合した新たなDEAモデルの提案については，前々年度に様々な問題点が判明したので，引き続き解決策を検討した。しかし，既存モデルとの対応や，経済学的，経営学的な解釈などに関して独自性を構築できず，新たなモデル提案に至っていない。解決策として，他の研究者から直接対面での客観的なアドバイスを得る予定であったが，今年度もコロナ禍のため実現できず，次年度へ延期することとした。

This study aims at evaluating the regional economic activity and the efficiency of JR passenger agencies during the opening of the DEA Shinkansen, and aims to implement the objectives for the third year in 2022(Order 4). In the past year, the focus of the project has been on the development of regional economic activity, evaluation and group setting, and new analysis. This study is based on the latest data collection and new project development. 2. In recent years, we have been actively promoting the introduction of national universities, increasing the number of staff, and focusing on the selection of "integrated schools". We have been focusing on the surrounding areas where national universities are located. We have been preparing the Shinkansen (Hokkaido, Tohoku (between Morioka City and Aomori City), Hokuriku, Kyushu and Kagoshima)+ Yamagata Shinkansen + Akita Shinkansen. This paper reviews the introduction of new viewpoints and the activation of geographical information. 3 points: DEA and Inverted DEA are integrated into the new DEA proposal, and the problem points of the previous year are identified and discussed. In addition, there are existing problems, such as the problem of science and technology, the problem of science and technology, the problem of independence, and the problem of new technology. To solve this problem, his researchers have to directly face the customer's needs. They have to set a time limit for this year's disaster and postpone it for the next year.
