项目摘要

本研究では、多様な文化的背景をもつ〈ひと〉が交錯する国際社会の安定と創造的発展のための政策実践のあり方を、ドイツの経験にもとづき総合的に検討する。異なる政策分野で行われる文化の伝達・交流・振興を、国際関係の文化的運営行為として調査分析し、新しい理論枠組みの構築にもつなげていく。2022年度は大きく３つの形態で研究にとりくんだ。第一に、ドイツにおける国際文化関係運営の政策実践に関する歴史的分析である。西ドイツ時代を中心とする対外文化政策の展開を国際文化関係運営の発展史の中で分析・考察し、大部の論文を完成させ、東京大学大学院総合文化研究科に提出し審査を受け、論文博士号を取得した。当該論文の後半では国際文化関係運営の政策が狭い意味での「文化外交」をこえて展開している状況を検討し、当助成研究で2021年度に提唱した理論枠組み「文化関係政策（cultural relations policy）」の有効性を確認した。第二に、国際文化関係運営の最新状況の調査である。2023年3月、３年ぶりにドイツ出張をおこない、公的文化交流機関ゲーテ・インスティトゥートがコロナ禍以降に国内で展開しはじめた文化交流事業の現場を視察した。マンハイム、ボン、ドレスデンの国際文化教育センター、ミュンヘンの本部、ベルリンの「亡命ゲーテ・インスティトゥート」を訪問、エーベルト事務総長や各事業の責任者・担当者にインタビューをおこなった。帰国後にはオンラインでレンツ総裁と面談し、研究全般に対する助言もいただいた。第三に、21世紀ドイツの国際文化関係運営の規定要因となってきた移民・難民の受け入れと社会の多文化化の検討である。移民のセキュリティ化とそれへの対応を総合的安全保障の観点から分析・評価する論文を執筆、出版した。なお当該年度は当初の助成期間最終年度であったが、コロナ禍の影響をうけて研究期間を延長した。
