2022年9月、2023年2-3月に現地調査を行い、本課題で設定したテーマに加えて、コロナ禍の緊急生活支援活動の実態と地域活動の再編について資料収集、ヒヤリング調査を実施した。まず、コロナ禍のロックダウン下での地域の状況について把握した。次に、コロナ禍での緊急対応として組織された、民間団体によるDTES地区に特化した支援活動について把握した。具体的には、DTES Response、CCRNに関して資料収集、ヒヤリングを行い、食糧、食事、衛生用品、携帯電話などの配布がなされたこととそれらの地域社会への影響を把握した。次に、コロナ禍前から当該地区で低所得住民への支援を行ってきたSRO Collaborativeについてとりわけ中国系住民への支援活動の詳細を把握した。また、支援活動展開を通じて、中国系住民への支援活動を行う他の地域団体との連携についても把握した。これら以外にもホームレス支援組織、社会企業等へのヒヤリングを行い、コロナ禍での地域支援活動の展開とそこでの課題について把握した。以上を踏まえ、コロナ禍の緊急支援活動が、長く地域で活動をしながらも繋がっていなかった支援者・支援団体が連携、協力して活動する場となったこと、行政機関との協力、連携が進んだ機会にもなったことを把握した。同時に、各ネットワーク・団体はすでに緊急時の次の段階に進んでおり、コロナ禍前からの地域課題の再編を図るとともに地域内連携も進めながら取り組んでいることを把握した。一方で、緊急補助金が縮小・停止することで一部の支援プログラムを取りやめた例も多くある。コロナ禍の前から補助金頼みの支援活動の限界について地域団体から指摘はなされており、これについて地域活動団体が今後どのように対応していくかさらに検討が必要である。
