项目摘要

本年度は、平成15年度、16年度に実施した調査の結果をまとめる作業を行った。また、文献資料の収集も平行して行い、必要に応じて随時補足的な調査も実施した。本研究課題では、横浜・寿町の事例から外国人労働者の定住化と都市底辺層の再編について考察することを目的としていたが、課題遂行の過程において寿町の外国人人口に大幅な減少が見られたため、川崎市、福山市、福岡県を事例に外国人の定住化と市民活動関与に関する新たな調査を行った。調査研究を通じて得られた知見は以下の通りである。横浜・寿町では1970年代より高齢化が進展しているが、1990年代半ば以降は高齢化に加えて生活保護受給者数の急増が著しい。2000年以降は一貫して地区人口の9割程度を生活保護受給者が占めており、都市底辺層における生活保護受給者の固定化として指摘できる。1990年代前半までは若年の外国人の就労も見られたが、1990年代半ば以降は外国人人口が減少し続けており、近年は最盛時の十分の一程度まで減った。この結果、1990年代には見られた外国人向けの商店や飲食店も撤退した。都市底辺層における外国人減少の一方、各都市インナーエリアを中心として外国人の定住化とそれにともなう社会的インフラ整備、日本人コミュニティとの関係形成が進んでいる。福山市では1990年代から日系ブラジル人人口が増加し、市街地からやや離れた地区で居住を開始した。家族連れで来日する者も多く、子弟の教育問題は地域社会の大きな課題である。また、川崎市、福岡市では日本人と結婚(もしくは結婚後に離婚)した外国人女性の生活状況と社会的支援体制との関係形成について調査を行った。東南アジア諸国などから出稼ぎを目的に来日した外国人女性の中には、飲食店勤務などを通じて日本人男性と知り合い結婚する事例が少なくないが、夫婦間暴力(DV)だけではなく、妻の出身国・地域の社会・文化などへの無理解や日本社会、文化への適応強制もたびたび行われている。これらは日本で生活する外国人女性たちが抱える大きな問題の一つである。
