本調査は2003年から2016年まで続いたシュタットウンバウ・オスト・プログラムの政策評価を自治体、住宅会社などから検証することが目的である。本調査は、有識者調査をし、その概要を大まかに把握した後、個別に自治体、住宅会社へ広範な取材調査を敢行することを意図したが、コロナウィルスでそれが難しくなった。そのためドイツの研究所に、取材調査を代わりに行ってもらうこととし、それを報告書の形で2022度末にまとめてもらった。今年度は、おもにこの研究所とのやり取りが研究の中心となった。そのうち、シュテンダール、コットブス、ライネフェルデ、テンプリンについては同行し、取材をするポイント、調査をすべき点等をしっかりと指示をすることで、調査が順調に進めるように指導した。この取材調査では、上記4都市以外に取材調査を遂行したのは、アシュラースレーベン、ベルリン、アイゼンヒュッテンシュタット、グライフスヴァルト、ハレ、ホイヤスヴェルデ、ライプツィヒ、シュヴェート、シュヴェリーン、シュトルベルグ、ツヴィッカウである。これらの都市においては、シュタットウンバウ・オスト・プログラムを遂行するうえでの課題、住宅撤去の跡地活用の状況、現時点から振り返った時に異なる政策をとった方がよかったと思える点、連邦政府・州政府の補助金の有用性、現在の状況、などについてヒアリング調査を行った。これら収集した情報に統計的情報、文献的な情報を加味して、このシュタットウンバウ・オスト・プログラムの政策評価を多面的に実施することで、本研究の集大成としたいと考えている。
