昨年度、コロナで実施を断念したフィールド調査の代替措置として行った農業委員・最適化推進委員のデータの整理を進めているが、まだ論文執筆までには至っていない。滋賀県を対象としたフィールド調査を計画したが、予定をしていた夏にコロナの感染状況が悪化したためフィールド調査を断念せざるを得なかった。このため、農村現場に即した知見は得ることができなかった。以上のような状況であるため、2022年度は行政や農業団体からの情報（特に農業経営基盤強化法の改正と地域計画の進捗について）の収集を進めた。その結果、地域計画の策定にはそれぞれの地域が置かれている条件によって方向性が大きく異なっていることがわかった。およそ次の3つのパターンに分けられることが分かった。まず中山間地域と平地農業地域に大きく分けられる。中山間地域では、担い手の確保そのものが不確実であり、地域計画策定が困難に直面している。多様な担い手確保の方針を取っても、地域農業の持続可能性の不確実である。他方、平地農業地域は、集落営農の展開している地域と農業法人等個別担い手の展開している地域によって方向性が大きく異なる。集落営農が展開している地域では地域計画の絵は描きやすいが、組織内部の担い手の確保可能性に課題が残る。場合によっては、農地の利用調整を集落営農組織に任せる、2階部分は集落外の法人や個別担い手に任せるという選択肢も可能性としてはありうる。農業法人等個別担い手の展開している地域では、農地集積よりも集約が課題になってきているが、農地集積が集落を越えて展開しているため、集落を越えた農地調整をどのような主体が担うのかということが課題になっている。
