行政保健師の現任教育は階層別の集合研修（Off-JT）と職場におけるOJTとで進められてきた。職場での保健師人材育成の支援体制としては、プリセプターシップ、チューターシップ、メンターシップ等の導入が推奨されている。しかし新任期に比べ中堅期以降の研修受講率は低くなる傾向にある上に、後輩指導に特化したプログラムは極めて少ない。特に新任期保健師の指導の要となる中堅期保健師は、ライフプランの点からキャリア継続が困難となったり、ワークライフバランスの中で多様な役割を果たしながら後輩指導を担うため、職場内での実地指導者の確保や資質の向上が課題となっている。本研究の目的は、質問紙調査および面接調査を実施し、中堅期保健師の後輩指導に関する力量形成を支援するプログラムの開発であるが、新型コロナウイルス感染症の影響を受け、調査手段に遠隔会議システムを用いることについて今年度は検討した。これまでに2020年度のヒアリングからは、自治体独自のキャリアラダーの作成を進める中で、中堅期の多様性をラダーとして言語化すること自体に苦慮していたり、ジョブローテーションの在り方についても試行錯誤が続いていることがわかった。また、研究メンバーが所属する教育機関の看護基礎教育に参加協力している中堅期保健師等が、学部教育にかかわる経験について述べた内容を分析したところ、保健師教育課程の学内演習への参加経験は、学生指導における視点の獲得のみならず、後輩育成の指導方針を見出す自己研鑽の機会として有用であることが示唆された。
