项目摘要

22年度は住宅政策と住宅金融に関する国内外の最新文献数十冊を整理し、金融包摂による住宅問題解決についての肯定、否定、中立の見解に分けた。その上で22年度は否定的評価に絞り分析を進めると同時に、住宅金融システムの国際比較を進めた。国内外の既存研究について次の到達点が確認された。第１に国際比較については、Gregory W. Fullerは、The Political Economy of Housing Financialization（Agenda Publishing，2019）で、５類型に住宅政策を分けている：1）アングロ・ダッチ・リベラリズム型；2）スカンジナビア型金融化型；3）大陸的中間型；4）南欧伝統型；5）欧州のポスト共産主義国型。1）と2）は金融制度による住宅持ち家政策が推進されている地域を指しており、住宅の「商品化」が特徴である。「商品化」の反対は、財政政策によるソーシャル・ハウジング（ＳＨ）の提供で、具体例は低家賃公営賃貸住宅の供給である。第２に否定的研究の代表として、ブラジル（伯国）のサンパウロ大学のRaquel Rolnik教授の業績Urban Warfare: Housing under the Empire of Finance （Verso、2019）がある。教授は2000年代以降の途上国の経済成長過程で生じたアーバン・ルネッサンスの波の中で、都心再開発が進み、低所得者の立ち退きが進んで住宅問題は悪化した批判する。全世界でＳＨが衰退し住宅が「商品化」したが、今後はＳＨを増やすなど、金融包摂ではない公共政策の拡充が必要だと結論する。成果発表として、伯国住宅金融論で１本、住宅以外の伯国論で２本、あわせて３本学会報告を行った。本は、住宅論ではないが伯国に関して共著で２冊（1冊は英文図書）刊行し、論文は都市論で１本が査読つき国際誌に掲載された。
