项目摘要

本年度もCOVID－19やGIGAスクール推進の影響から市町村の教育予算編成が正常化していないため、文献研究や資料収集を中心とした調査研究を進めた。並行して、市町村の教育予算編成に影響を与える要因として都道府県による助成制度やその運用実態に関する事例調査を進めた。市町村独自の事務である学校統廃合・学校再編に関わる都道府県の助成制度を対象として取り上げた。このうち、１自治体については訪問調査、１自治体については電話での調査を行い、助成制度の策定に関わる経緯や制度の概要、運用状況などを聴取した。制度創設期の記録からは、当該助成制度が都道府県レベルの財政赤字を背景に学校規模の適正化を進めることで、教員人件費削減を目的の一つとしたものであることや、都道府県教育委員会から首長や市町村教育委員会に対する働きかけがあったことが明らかとなった(ヒアリングの結果、教員の人件費には影響がないとの認識が示された）。こうした都道府県からの働きかけが市町村教育予算編成にどのように影響したのか（しているのか）、また、地方交付税制度との関連で自治体の政策選択、政策デザインにどのような影響を及ぼしたのかについて研究を進めるため、今回調査した都道府県に属する市町村の学校再編政策に関する計画策定状況や議会議事録、報道資料などの資料収集を進めた。また、別途進めた文献研究では関連学会の年報を対象としたテキストマイニングを行い、教育政策に関する研究動向やその特徴についてレビューを行った。
