本研究は，「現代日本の学校統廃合政策の財政効果」について主として都道府県に着目してその役割と機能を明らかにするものである。本年度は，新教育委員会制度がスタートしたことや昨年度の文部科学省による学校統廃合に係る通知(およびその前に行われた実態調査）が出たことの影響を考慮し，2016年度にアンケート調査を実施することとしたうえで，そのための準備として，文部科学省，総務省，都道府県，市町村へのヒアリングを中心に，関連する先行研究，資料等の収集など，都道府県の行動を規定する外生的要因となりうるアクターを対象とした調査を実施した。２都道府県，及び，３市への訪問を通じて，学校統廃合に係る取り組みの有無を確認したほか，担当部署が設置されている場合は，その運用状況等について聴取した。今回訪問した自治体においては，能動的な取り組みはなされていなかった。上記の調査研究と並行して，財政効果に対して大きな影響を有することが考えられる地方交付税制度と教育予算編成についての聴取も実施した。ヒアリングを行った少数事例からは，市町村レベルの予算編成において，地方交付税の影響が大きくない（自治体財政への影響は大きいが，それを個別具体的に考慮した予算編成は行われていない）ことが明らかになった。今後は，都道府県における学校統廃合に係る支援制度等の実態調査（アンケート）を実施するとともに，具体的な制度運用の実態についてヒアリングを行っていく予定である。
