多くの市区町村が様々な災害に対応すべく、防災放送を発信している。しかしながら、その放送信号（警報音）の構成（音域やパターン、音声放送との組み合わせなど）は、自治体、又警報の種目により異なる。J-ALERT（全国瞬時警報システムの警報音）は、すべてサイレン音で、吹鳴の時間と繰返し回数の違いで区分されているが、これらはいずれも警報音を聞き分け、認識するまでに時間を要し、避難行動へと認知させるためには限界がする。J-Alertが全国で統一して展開されていない点、通信業者などによっても相違があったこともある、国内で、どれほど復旧しているのか、J-Alertを投入してない市町村にはどのような警報システムが存在するのかを把握する必要がある。平成28年度では、資料を収集し、現状を把握するために市町村に現地に出向いて、役所の担当者と打合せを行ったり、3.11以後の法律の改正などについてヒヤリング調査を行い、情報を集め現状把握に集中した。海外の警報音の実施事例について資料を集め、日本と比較を行った。国によってもそうであるが、日本の国内においても地域によって災害の種類による脅威の程度が異なるため、脅威となる災害の順位を決める必要があり、現在はその作業を進めている。例えば、山村では土砂災害に対する警報が、沿岸部では津波の警報が必要だが、3.11以後は津波関連警報がより細かく区分されているため、海と接しない地域の住民にとっては、無用な警報になっている。そして、J-Alertの実施市町村の情報をＧＩＳに入力し、実施状況をビジュアルに表示できるようにデータを構築中である。地形や人工的建築物等により音の拡散に影響との関連について調べている。これまで集められた情報を基に試験的に行ったＧＩＳ上でのビジュアル結果と知見については、論文としてまとめ、現在共著による検討が進められている。
