项目摘要

本研究は、「災害と子ども被災・救済の特別教育史」分野の開拓をめざしながら、そのなかで災害に晒される子どものいのちと発達の問題を考えるため、明治期・大正期を中心に過去の代表的な災害における救済のあり様を、社会的弱者、特に子ども（孤児・障害児者含む）の被災の実態に着目して歴史的検証を行うことを目的としている。近代国民国家成立期に発生した「濃尾震災」（1891）を対象に、孤児や障害児者を対象とした救済保護の実態、その後の障害児教育保護システムの成立に与えた影響を検討し、研究成果のまとめを行った。「濃尾震災」（1891）はまさに時代の「子ども存在の軽視、子ども・障害児者など社会的弱者の生命・生存保障という視点の欠落」を縮図的に示したが、それでも救済の営みのなかで、より特別な配慮が必要な存在について着目され、鍼按練習所や孤女学院、長崎慈善会などが誕生した歴史的意義は大きく、そこから発展した教育的営為は日本の障害児教育保護システムの源流として高く評価できる。また、災害に起因する様々な教育上の「無形ノ損害」を見て取っていた教師が、「有形」のものばかりに復興が集中するなか、社会の意識や救済が子どもたちの将来にわたる「無形ノ損害」に向けられないことに対して鋭く批判しており、現代にも通底するきわめて傾聴に値するものであった。「災害と子ども」に関わる研究の動向把握も行いながら、昨年度に引き続いて「スペイン風邪」などの感染症災害にも着目した。具体的には、「スペイン風邪」（1918～1920）のもとでの子どもの感染実態や各種の困難、学校や教師の対応等の諸相について検討した。深刻な感染実態のなかで、蔓延の温床になる側面もありつつ、休校の長期化による義務教育上の支障に関する議論が行われたり、体調の悪い児童を無理に出席させないような配慮をしたり、学びと子どもたちの保護の両立に向けた教育課題が示されていた。
