项目摘要

本研究では、1年目では日本における四つのバリアの現状に関する基礎情報収集と、対象国のリソースパーソンとのコンタクトおよび協力への合意を得ることに注力をした。2年目においては、海外の研究者や実務家などからのインタビュー調査およびレポートによる情報提供から各国の現状調査を行なった。現地調査については、コロナ渦でもあることから、最小限とし、ベトナム一か国のみとした。理由としては、今回の調査対象国のリソースパーソンの中では、もっとも関係が薄いこともあり、関係構築を推進する意味もあった。その中で、英国、フィンランド、インド、タイ、豪州とはウェブ会議システムを用いた調査を行ない、リサーチレポートまで入手することができた。米国とは二回のウェブ会議システムによる調査を実施した。またベトナムのリソースパーソンとは現地でインタビュー調査を実施し、ホーチミン市のバリアフリー調査も行なった。パキスタン、メキシコ、エジプトのリソースパーソンとはコンタクトも取れて調査協力の了解が得られ、次年度のインタビュー調査の準備が整った。いずれも、各国の障害者の定義、障害者の現状、「いくつのバリアが存在するか」の問いへの回答、交通バリアフリーに関する課題と対策、について、インタビュー調査およびリサーチレポートにまとめてもらった。ここで見えてきているのは、日本のように明確な「四つのバリア」という形で定義づけていることが支持を得ている国は少ないということ、人権意識が日本は弱いということ、どこの国もそれぞれに課題を抱えており理想的な取り組みができている国は今回調査した国では存在していないこと、などが見えてきた。3年目においては、残る5か国の調査を実施するとともに、これらの調査結果をもとに国内の有識者や障害者団体へのインタビュー調査等によって、日本における4つのバリアの今後の在り方について検討を行っていく予定である。
