本研究では、災害時における避難者自身による選択型分散避難を実現するための宿泊施設利用の有用性と課題について、避難者・宿泊事業者・行政のそれぞれの視点から明らかにすることを目的としている。R4年度は、選択型分散避難にむけた宿泊施設との交渉をおこなった地域の代表住民、和歌山県那智勝浦町役場の担当者、宿泊事業者へのプレインタビュー調査を実施し、地域住民と宿泊事業者の協定締結から市役所と宿泊事業者の協定締結にいたる事実関係の整理をおこなった。また、避難所となる宿泊施設の情報整理を行うとともに8施設において客室の実測調査を実施した。魚住小学校区でまちづくり協議会が主導して行われている避難者自身による避難所運営の実践事例調査も継続しており、初期対応キット(ファーストミッションボックス)による初期対応から自治体関係者が到着後の被害調査、避難所開設、避難者受け入れまでを通した訓練を実施した。本事例の検証から、複雑な手順が必要なことについては課題があるが、簡易なことであれば、初体験の人が利用しても初動対応が可能という初期対応キットの有用性について明らかとなった。また、避難所開設においては、避難所を解錠する明石市、施設を管理する学校、自主運営を目指す地域住民それぞれが別の時間軸を元にしたマニュアルが存在することが明らかとなり、それぞれの時間軸をあわせた初動対応の検証とそれをもとにした訓練の必要性が明らかとなった。
