项目摘要

2022年度では大豆生産者補助政策に着目して分析し、以下の2点を行った。１点目は、Multilateral生産性指数を用い、地域別大豆作の全要素生産性（TFP）を計測した上で、農業政策がTFPに与えた影響を分析したことである。その際、①政策の対象地域、②政策の非対象地域の2区分より大豆TFPを把握した。その結果、以下の2点が明らかとなった。第１に、2004年から2020年まで大豆TFPは向上する傾向にあるものの、大豆増産には生産要素の寄与率が顕著に高かった。これは、大豆生産者補助政策を実施することで、農家の生産意欲を高め、生産要素の投入に高い伸びがあったためであると考えられる。第２に、2017年以降大豆作のTFPは上昇したと示されているが、政策の対象地域と非対象地域の間で違いは認められなかった。これは補助金のもと、大豆生産農家が優良品種や農業機械の使用の増加まで至っていない可能性がある。すなわち、BC技術（生物化学的技術）とM技術（機械的技術）は改善できず、大豆生産者補助政策の実施がTFPの向上に繋がらなかった。２点目は、中国黒竜江省における土地持ち農家及び借地農家を対象とし、大豆を導入・拡大する際に補助金などの属性がどのように評価されるかを、アンケート調査で得られたデータを用いて分析したことである。その結果、土地持ち農家及び借地農家はどちらも大豆価格と補助金に対して正に有意な選好を示した。2017年以降、大豆生産者補助政策の実施により、大豆生産の振興が図られている。ただし、今回の発生確率のシミュレーションの中では、大豆価格が高い水準である場合、補助金が大豆導入・拡大行動に与える影響は弱いことが明らかとなった。
