项目摘要

本研究課題は、国内の研究機関に所蔵されている文献史料に基づき、核融合研究黎明期に発足した研究者の自主的組織「核融合懇談会」の発足までの動向と同懇談会を中心とした核融合研究者コミュニティによる研究体制の構築について明らかにすることを目的としている。令和4年度は京都大学・基礎物理学研究所・湯川記念館史料室、日本学術会議・図書室、自然科学研究機構・核融合科学研究所・核融合アーカイブ室にて文献史料の調査を行った。その結果、「核融合懇談会」が研究者の自主的組織として正確・方針を決定するまでの動向を明らかにすることが出来た。以下、その概要を記す。当初、「核融合懇談会」は旧科学技術庁原子力局から提供される研究費（主に「原子力平和利用研究委託費（以下、委託費）」）の使途に意見を述べることが、懇談会発足の目的として位置づけられていた。その際、京都大学・湯川記念財団が研究費の受託元として想定され、同財団内の小委員会でも短期間（昭和33年9月まで）であれば財団として委託費を引き受けることなどが承認されていた。ところが、委託費の使途には制限があり、それを自由に変更することも出来ないことが判明すると、湯川秀樹を研究代表者として科研費綜合研究への申請が決定する。この時、文部省大学学術局・研究助成課長であった中西勝治は湯川に対して、科研費の研究組織が「研究者の自主的な集まり」であることを求めた。このことが影響して、「核融合懇談会」は研究者の自主的組織という性格・方針を確定させることになった。つまり、「研究費」の存在が「核融合懇談会」の目的や方向性に大きな影響を及ぼしていたと結論される。このほか、令和4年度は核融合研究者コミュニティでの「研究所」発足に関する議論の変遷や日本学術会議第27回総会での「核融合」に関する提案の検討過程についても、本研究課題で調査・分析した文献史料から明らかにすることが出来た。
