2022年度は、国立国会図書館で全国の第二次世界大戦中・後の町内会に関する資料の検索収集と、滋賀県で市町村資料の調査を行った。また戦時下の町内会は徴税機構としての機能を兼ねたので、税務大学校で資料調査を行った。国立国会図書館では、ほぼ全国に渉る資料の有無と実態をつかむことが出来た。滋賀県では、複数の市町村の文書資料を発掘することが出来た。全国的な資料の有無の確認と、滋賀県を中心とする文書資料の発掘により、町内会の全国的な動向が把握できた。その一方で本研究の主眼のひとつである、町内会は全国的には一律した命令系統下にあるものの、地方の特殊性に合わせて柔軟に対応したという仮説に対して、ある程度の確証が得られた。税務大学校にある租税資料で、戦時下の町内会における租税徴収の実態も明らかとなった。町内会は1943年の市制町村制中改正法で市町村の下部組織となるが、この件について明治地方自治体制の枠組や帝国憲法との関連から考察を行った。帝国憲法と明治地方自治体制との関連については、従来から指摘されていたが、具体的にはどのような関連性があるのかは明らかではなかった。1888年の市制町村制制定により市町村を公法人として創設し、そのことを前提に帝国憲法が制定された。公法人は府県・市町村の他に、水利組合・法人区・財産区などがあったが、1940年の地方税法により府県・市町村以外は全て公法人としての扱いが消滅した。その一方で1940年「部落会町内会等整備要領」で、市町村の下部組織として新たに部落会・町内会を創設した。明治地方自治体制は、ここに府県、市町村、部落会・町内会という構造的な再編を行なった。以上を第二次世界大戦下の町内会の実態を明らかにするとともに、帝国憲法・明治地方自治体制における公法人の理論的位置づけを明確にした。研究成果については、査読論文2本として発表し、学会・研究会報告を7回行った。

In 2022, the National Diet Library conducted a survey on the collection of data related to the Second World Congress and the survey of data on cities and villages in Shiga Prefecture. In 1943, the Machinouchi Association conducted an investigation into the organization of the lower part of the city, town and village system and the connection between the Meiji local self-government system and the imperial constitution. The imperial constitution and Meiji local autonomy system are related to each other, and specific to each other. In 1888, the municipal system was established, and the imperial constitution was established on the premise that the municipal government was established. Public corporations are eliminated from government, town and village, water conservancy, corporate district, property district, and local tax law of 1940. In 1940, the "Tribal Council, Town Council, etc." was established by the lower organization of the city and village. Meiji local self-government system, The above is a clear statement of the status of the town council under the Second World Congress, the position of the public corporation under the Imperial Constitution and the Meiji local self-government system.
