项目摘要

本研究の目的は、荘園制論の研究成果との接続を意識し、一国平均役の徴収において負担量が増大していた鎌倉幕府の関与状況に注目して、平安後期からの単純な延長では説明がつかない鎌倉期固有の一国平均役の様相について具体化することにある。2022年度は、研究実施計画を踏まえて、朝廷が賦課・徴収主体となった全国対象の一国平均役についてのデータ収集を進めた。また、一国平均役に関する先行研究を精査して、改めて平均役研究の成果・課題・展望を整理した。その成果として論文「一国平均役の課題と展望」を発表した。本論文では、一国平均役の理念性（王土思想の表明／賦課・免除の実態／国家的事業に占める一国平均役の位置）および一国平均役の実像（荘園領主との調整／鎌倉幕府と一国平均役）について、先行研究の論点を整理しつつ、私見や見通しを提示した。次年度以降、本論文での成果を前提に研究を進めることにしたい。また、院政期～鎌倉期における東海地域の荘園制の展開についても分析を進め、地域固有の政治的・地理的条件に目配りした研究の必要を学んだ。本研究では、一国平均役の地域差についても検討する予定であるが、その前提となる着想を得ることができたと考えている（研究成果は2023年度中に公表予定）。但し、2022年度に予定していた出張調査については、新型コロナウイルスの感染状況を考慮して実施できなかった。次年度以降は、2022年度分を補いながら調査を実施することにしたい。

The purpose of this study is to realize the connection between the research results of the theory of garden system, to increase the burden of the characteristics of a country's average service, to pay attention to the relationship between Kamakura shogunate and the situation, and to explain the extension of the pure period in the late Heian period and to concretize the inherent characteristics of a country's average service. In 2022, the research and implementation plan was launched, and the government issued a special report on the main body of the national average. The results, topics and prospects of the study on national average service are reviewed and revised. The achievements of this paper are presented in the paper "The problem and prospect of a country's average service". This paper discusses the conceptual nature of a country's average service (the indication of the idea of the king's territory/the actual situation of the exemption/the position of the country's average service) and the actual image of a country's average service (the adjustment of the lord of the garden/the Kamakura shogunate's average service). The next year, the results of this paper are based on research progress. The development of the garden system in the East China Sea region is necessary for analysis and study of the political and geographical conditions inherent in the region. This study is intended to examine the geographical differences in the average service of a country (the results of this study are expected in the 2023 annual report). However, in the year 2022, it is scheduled to conduct a survey on new types of infections. The survey will be conducted in the following year and in 2022.
