仙台市内の中心部商店街のうち、アーケード街の6つの商店街を対象として来街者数や属性等の変化を分析した。来街者数については、「2022年度仙台市中心部商店街通行量調査」の結果を用い、6商店街における2007年から2022年までの傾向分析を行った。その結果、東日本大震災やコロナ禍による大きな変化はあるものの、全体として減少傾向にあり、特に仙台駅から遠いエリアにおいて減少幅が大きいことを確認した。属性等の変化については、モバイルデータを用いてコロナ禍前の2019年から2022年までのアーケード街における変化を測定した。その結果、コロナ禍を経て、年代別では50代以上の減少幅が大きく、居住地別では東北域内からの来街者の人出が戻っていない実態が明らかとなった。併せて、毎年1月2日と3日に行われる仙台・初売りについて、2018年から2022年の来街者数や属性等を分析したところ、人出について楽観的な報道が目立った中、ビッグデータを使った推計値は伸びていないことが明らかとなった。この結果については、2月1日に開催した地域関係団体との情報交換会において報告したほか、日本観光研究学会東北支部のNEWS LETTER（2023年2月発行）に投稿し、地域で危機感を共有した。EBPMが叫ばれる中、本研究により客観的な分析を行い、関係機関と共有したことは大きな意義があったと認識している。また、仙台市以外の調査としては、商店街の活性化を図るため半世紀以上にわたり盛岡市で開催されている「よ市」の取組みを分析したところ、開催日には賑わいが創出されるが、平日の人流や個店の売り上げには直結していないという課題が浮き彫りになった。金沢市においても複数の商店街を調査し、賑わいの創出には観光客の取り込みが重要な要素であることを確認した。

Analysis of changes in the number of visitors to the shopping streets of Sendai City The number of visitors to Sendai City, the results of the 2022 Sendai City Center Shopping Street Traffic Survey, and the trend analysis of 6 shopping streets from 2007 to 2022 were carried out. As a result, the Great East Japan Earthquake has a tendency to decrease in size, especially in Sendai. The change of attributes and so on was measured from 2019 to 2022. The result is that there are more than 50 generations of people who come to the northeast and come out of the city. In addition, we will analyze the first sales of Sendai on January 2 and 3 every year, the number and attributes of visitors from 2018 to 2022, and the interesting reports of people coming out. In the middle of the day, the calculation value of the video data is too high. As a result, on February 1, 2019, the regional relations and information exchange meeting was held, and the NEWS LETTER of the Tohoku Branch of the Japan Institute of Light Research (launched in February 2023) was submitted. EBPM is the most important part of this study. A survey conducted outside Sendai City has been conducted on the activation of shopping streets for more than half a century, and Morioka City has been opened to promote the selection of "市". A number of shopping streets in Kanazawa City were investigated and identified as important factors in the creation of new products.
