本研究は、「IMF（International Monetary Fund）の政策に誰の利益がどのように反映されるのか」という問いについて、新たな論理を提示・検証することを目的にしている。すなわち、国内で民間金融機関（以後PFI: Private Financial Institutions）への批判が高まり、危機対応を巡ってPFIと母国政府が対立しがちになるにつれて、PFIがIMFと独自の本人－代理人関係を形成しているという仮説を提示し検証する。1年目である2022年度には、先進国政府をバイパスした PFI－IMF間の直接協力について定量的に分析するため、データセットの構築作業を進める予定であった。そのため、リサーチアシスタントを雇用して関連データの収集作業を進めた。しかし、PFI－IMF間協力の有無を把握する方法、母国政府との対立の有無を把握する方法等について、体系的なデータセット作成のためには調整が必要だという判断に至った。そのため研究計画に変更を加え、データセット作成方法の見直しを行いつつ、3年目から4年目に行う予定だったVienna Initiativeについての過程追跡を1年目後半から実施した。Vienna Initiativeは、2008年東欧危機における、代表的なPFI－IMF間協力の枠組みである。この過程追跡を先に行って仮説を検証することで、データセットの作成でどのような情報源を用いるべきかについても有用な知見が得られると考えている。Vienna Initiativeについて、1年目には新聞資料や二次文献を中心に調査を進めた。結果として、仮説の通り母国政府との対立がPFIにとって大きな問題であり、IMFと協力して対応したと示唆する根拠を、間接的ではあるが得ることができた。
