项目摘要

本研究の問いは、90年代後半以降、アメリカがなぜ二国間の国際収支支援を縮小し、代わりにIMFを利用するようになったのかである。金融覇権国として大規模な二国間支援を行ってきたアメリカは、IMFを通した支援を急激に拡大してきた。そのため近年の国際収支支援は、多国間経済制度の役割が最も拡大している分野の一つである。そこで本研究は、なぜアメリカがIMFを利用するようになったのかを明らかにし、近年の多国間経済制度の存在意義について考察することを目的とする。本研究の仮説は、アメリカでの国内経済格差の拡大を背景に、国際収支支援に対する有権者からの不満が強まったことが、IMFを通した支援の拡大による「批判回避」を米政府・議会に選択させてきたというものである。仮説の証明のため、アメリカが二国間支援を中心に対応した94年メキシコ危機とIMF中心に対応した97年アジア通貨危機の比較事例研究を行った。その結果、アメリカ国内で国際収支支援に対する不満が高まり、議会での二国間支援の承認が困難になったことが、アジア通貨危機以降のIMFへの依存につながったことを確認した。さらに、米議会上院議員のIMF増資に対する賛否について計量分析を行い、選挙区の経済格差が大きいほど、IMF増資を支持し易くなることを明らかにした。以上の研究から、格差拡大から生じるグローバル経済への不満に対処し、国際収支支援への批判を回避する目的で、IMFが用いられていることが示された。これは、多国間経済制度の研究としては、これまで知られていなかった国内不満への対処という役割の重要性を明らかにしている。また、一般的な国際制度論の研究としても、国際的な目的で用いられると考えられがちだった国際制度が、純粋に国内的な目的で利用されることを示した点で意義がある。今後、事例研究の事例数をさらに拡張した上で、博士論文としてまとめる予定である。

The above research results show that there is a big gap between the two countries, and the international support system is not suitable for this purpose. The study of multinational economic system shows the importance of domestic economic cooperation. The study of general international system theory shows the significance of international system theory and domestic system theory. In the future, the number of cases studied will be determined.
