初年度は、研究計画のうち「日本の労働市場において、情報技術に長けた人材が適切にその能力を活かす職務に就くまでに要する期間の測定」の研究に注力した。まず国際成人力調査データのデータ整理および職業適性指標の検討を行った。ここでは国際成人力調査から職業に必要な情報技術を用いた問題解決力の平均値と労働者個人の能力との乖離を用いて、Fredriksson, Hensvik, Skans (2018)で提案された職業適性指標を作成した。そして、この職業適性指標と労働者の勤続年数との間に負の関係があることを検証した。今後作成した職業適性指標と労働市場経験年数、勤続年数との間の因果関係の分析を行う。「企業の意思決定によらない情報技術の進歩によって生じた情報技術投資が業務割当に与える影響の分析」ではデータ整備をおこなった。ここでは、企業内部のブルーカラーの異動状況の整理に注力した。その結果、ブルーカラーの異動頻度はホワイトカラーに比べ少ない一方で、社内応援といった短期的な労働需給の内部調整が見られることがわかった。しかし、「企業の意思決定によらない情報技術の進歩によって生じた情報技術投資が業務割当に与える影響の分析」で外生変動として使用する予定だった情報技術投資の情報が手に入らない事がわかったため、別の技術投資を表す指標を模索する必要が生じた。「過去の情報技術投資水準が新型コロナウイルス感染症流行における業務割当に与える影響の分析」では、令和3年に行っている企業アンケートのフォローアップ調査のデータ整理を行った。
