近年、感染症流行などの環境変化を受けて、経営面で苦境にある中小企業は少なくない。本研究はわが国における中小企業支援を対象とし、そのうち特に人的支援に注目している。人的支援とは中小企業の経営課題について有識者が診断・助言を行うことである。研究の目的は「人的支援の水準向上に影響を及ぼす要因を実証的に明らかにし、中小企業研究に学術的蓄積を積み上げること」、「支援水準の改善・向上に貢献すること」である。これらの目的を踏まえ、以下のような活動を実施した。(1)先行研究のレビューを目的として、文献・資料の収集を行った。一例として、近年の中小企業研究に関わる論点を概観するため、関連する文献や資料を集めた。また、創業支援などの情報を把握するため、起業関連の文献・資料などについても収集を試みた。(2）本研究では人的支援に取り組む団体・機関に対する調査活動を必要としている。それゆえ、関連する団体・機関との関係構築を主たる目的として、各地方に所在する中小企業診断協会を中心に訪問した。文献・資料の収集を通じて、本研究課題の関心対象である中小企業の人的支援については体系的な調査が見当たらない点をあらためて再認識することができた。また、今年度は文献・資料に関する調査を主だった活動と位置づけているが、次年度以降は団体・機関に対するフィールドワークを中心的な取り組みとして据えている。今年度の訪問で得られた蓄積を次年度以降に活用したいと考えている。
