本研究は、障害者について、障害以外の差別要因も内包する事態を取り上げ、社会的な包摂の論理と支援の方策を模索しようとするものである。この目的に照らして本研究では、多文化主義国家・カナダの障害先住民と障害女性に着目し、彼らを擁護する非営利組織の問題認識及び支援活動を研究対象としている。2023年度は、障害先住民が直面する課題の整理のために、次の３つの作業を実施した。（１）先行研究レビュ―：日本社会福祉学会、障害学会等に参加し、複合差別の研究者と情報交流を行うと共に、複合差別に関わる先行研究を検索・収集・整理を行った。これにより複合差別の構造分析に欠かせない視点として、制度、権力、社会規範（ジェンダー、文化、宗教を含む）、個人の偏見が挙げられることが分かった。（２）報告書の分析：カナダの障害先住民の当事者組織及び支援者組織が発行している直近の報告書を分析し、障害先住民が直面している課題を整理した。主要な課題として、適切な教育機会、交通機関、住宅、福祉・医療、雇用、レクリエーション、文化活動を含むサービスへのアクセス困難が明らかとなった。この困難の背景には、①サービス供給量の圧倒的不足、②連邦－州政府間のサービス費用負担に関する絶えない紛争、③先住民の文化的な配慮がなされたサービスの欠如があることが判明した。（３）成果の発信：上記成果の一部をより広く周知することを目的に、日本カナダ学会の情報媒体に研究紹介として寄稿した。

This study focuses on the differences between the factors that cause harm and the factors that cause harm, including the choice of the situation, the logic of the social package, and the solution to the problem. This study aims to study the awareness and support activities of non-profit organizations in multicultural countries, indigenous peoples and women. In 2023, we will carry out the work of sorting out the problems facing the indigenous people. (1) Advance research: Japanese Society for Social Welfare, Society for Disability, etc. participate in research, information exchange, research, collection, and organization. The structural analysis of complex differences includes viewpoint, institution, power, social norms (including culture, religion) and personal prejudice. (2) Analysis of the report: organization of concerned parties and organizations of supporters of the victims of natural disasters, analysis of recent reports, and organization of problems faced by the victims of natural disasters. Main topics: education opportunities, transportation, housing, welfare, medical care, employment, cultural activities, etc. The background of these difficulties is: (1) the shortage of service supply;(2) the dispute between the federal government and the state government about the service cost burden; and (3) the lack of service supply due to the consideration of indigenous culture. (3) The results of the letter: part of the results of the above report, the purpose of the report, the Japanese Academy of Information Media research and submission.
