项目摘要

本研究が目指すのは、外国人生徒の多様なニーズに応えることができる学校の支援体制のあり方に関する視点を提示することである。2022年度は主として、以下の3点を研究成果として挙げることができる。はじめに、中央政府（教育部）と地方教育行政の取組みについて、政策文書等の文献研究を通して網羅的に検討することができた。平等な教育機会の保障を重視する教育部の政策が都市部と農村部という地域性を反映しながら、学校形態の多様化やルーツへのケア等において異なる形で進められている現状を確認した。分析の結果については『九州教育学会研究紀要49』95-102頁に収められている。次に、独自の取組みを導入している3つの地方教育行政および学校への訪問調査を実施した。①完全な分離教育を行う公立代案学校（仁川ハンヌリ学校）を導入している仁川市、②教育行政が運営する地域支援センター（タオンセンター）を追加設置しているソウル市、③自由裁量の教育課程を認める支援学校（多文化国際革新学校）を導入している京畿道を中心にインタビュー調査を行った（計22回）。調査の結果、三つの地域ともに、外国人生徒の「固有の」ニーズに配慮した支援策として、専門人材の導入による韓国語教育の強化、外国人の親を巻き込んだ実践、進路教育の充実に注力しており、また、「普遍的な」理念として世界市民教育の推進など、ホスト社会への働き掛けも重視していることがわかった。教育支援の方向性をめぐる議論や日々の実践における教育行政や教師の葛藤など、調査の成果の一部については、日本比較教育学会第58回大会および九州教育学会第74回大会で発表を行い、異文化間教育学会の学会誌（59号）にも投稿中である。最後に、異文化間教育学会のインターカルチュラル・カフェでの発表や額賀美紗子先生の科研研究会などを通して、日本の多文化教育の関係者との意見交換を行うことができた。

This study aims to provide information on the school's support system. The results of the survey, the three areas of interest, the "inherent" support policy for foreign students, the strengthening of Korean language education for the introduction of specialized talents, the implementation of foreign parents, the full attention to the implementation of education, the concept of "universal" and the promotion of global civic education, the importance of social education. Education support orientation, discussion, implementation, education administration, teacher education, research results, presentation of the 58th Conference of the Japan Comparative Education Society, presentation of the 74th Conference of the Kyushu Education Society, submission of the Journal of the Intercultural Education Society (No. 59). Finally, the Intercultural Education Association's research association, the Japan Multicultural Education Association and the exchange of views.
