项目摘要

本研究では、養子縁組に係る当事者(養子、生みの親、養親)の記録への継続的なアクセスを保障する記録管理体制の整備に向けた実態の把握と具体策の策定を目的とする。研究課題の1年目である今年度は、養子縁組に関する記録へのアクセスを保障するために、現在記録を作成、保存する自治体や民間のあっせん団体が抱える課題と今後の支援体制を検討した。既に養子縁組に関する記録管理を行う上で課題として明らかになっているのは、①記録の保存年限の不統一、②閉鎖団体の記録の保管、③個人情報の開示・公開についての理解不足である。これらの課題についても、国内外の自治体で聞き取り調査とともに、養子縁組関係資料の収集を行った。国内の調査対象は、戦後に国際養子縁組が多く行われていた神奈川県、広島県、沖縄県とした。また、調査の過程で、戦後海外養子に出された子どもの記録についての所在調査を実施したが、少なくとも数百名の日本から海外への養子に関する記録は散逸したことが明らかになった。このような記録の散逸を防ぎ、養子縁組に関する記録の管理や提供をどのように行うべきか検討するために、日本国際社会事業団の協力を得て、ケースファイルのデジタル化プロジェクトを今年度より開始した。今年度については、ケースファイルの安定した記録の管理をすすめるためにアメリカ、イギリス、オーストラリアなどの児童福祉に関する行政機関が実施しているレコードスケジュールを検討するとともに、どのような方法でデジタル化したケース記録を長期的に安全な方法で保管していけるのかを検討し、デジタル化作業を実施した。

This study aims to ensure the maintenance of records management system, grasp the status of records management system, and make specific policy decisions for those involved in the system (foster children, parents, and foster parents). Domestic investigation, international cooperation, etc. During the investigation process, the records of overseas adopters were released, and the records of hundreds of Japanese overseas adopters were released. This year, the Japan International Social Service Organization started to provide information on the management of the records and the prevention of their dispersion. This year, the administrative department shall implement the management of the records for the stability, safety and welfare of the children, and the management of the records for the long-term safety and security of the records.
