本研究では、高齢化・人口減少が継続する中にあって、災害に強く、持続的な漁業集落の実現に向けて、特に住宅の計画的移転と漁港再編の議論に着目し、ア）漁業を中心とした漁業生産活動や生活様式に与える影響を明らかにすること、イ）その計画・実施における課題・困難性を明らかにすることを目的としている。2022年度は研究計画に沿って、我が国における漁業集落における住宅の計画的移転の実態把握を行った。具体的には行政資料を中心とした資料調査により、住宅の計画的移転の実施状況を、a）東日本大震災で被災した岩手県、宮城県の漁業集落、b）南海トラフ地震津波避難対策特別強化地域等に指定された市町村、c）は漁業集落環境整備事業や住環境整備モデル事業について把握し、データベース化を行った。この資料調査を踏まえて、特にc）については、住宅の計画移転を行った対象集落として、島根県内の2地区を抽出し、両地区おいて今後調査を進めていく上での予備調査として、資料収集や一部住民に対するヒアリング調査等を行った。これにより、両地区および住宅移転計画の概要を把握することができた。また移転計画に至る経緯や背景となる当時の問題などについても調査を行い、住環境の整備や災害への対応が共通した要因であることが明らかとなった。また、こうした漁業集落の環境整備が実施されたにも関わらず、現状では漁業の衰退や人口の減少が著しい状況にあり、課題となっていることが確認された。
