项目摘要

本年度は、整備戸数の変遷からみる集団移転計画の俯瞰的整理に着手した。復興庁の公開資料を読み解き、残余宅地の発生状況をもとにいくつかの集団移転の事業パターンを見出した。また、設定した事業パターンをもとにパイロット的事例を選定し、当該事例の基礎的な情報を把握した。パイロット的事例に選定したのは、複数の地区が統合して大規模な防災集団移転促進事業を実施した気仙沼市小泉町地区である。小泉町地区は、集団移転に向けた住民の自主的な活動と外部支援者の参画のもと、参加型ワークショップの実装を通じて約100 世帯という規模を生かした潤沢な共用空間を設けた集団移転地であるほか、大規模事業による造成期間の長期化により残余宅地が多数発生していた事例でもある。集団移転の協議会を推進してきた住民へのインタビュー調査を行った結果、事業完了時の2015年には17区画の残余宅地が生じていたものの、2017年から被災者以外を含む宅地分譲の一般公募がなされると段階的に残余宅地が解消していった実態を確認することができた。また、残余宅地に転入した住民へのインタビュー調査を行うと、自治体の周縁部の立地による安価な土地価格が転入の最大の決め手であったとともに、潤沢な共用空間に魅力を感じたことも転入の理由であったことが明らかになった。これらの結果は、今後実施する予定の残余宅地の解消プロセスを分析する際の有用な視点になることが期待できる。

A survey of the inhabitants of the remaining homesteads, the site of the autonomous region, and the land of the largest number of people who have entered the common space, the charm of the common space, and the reasons for the entry. The results are expected to be useful for future analysis of residual homesteads.
