项目摘要

本研究は「気候変動と居住可能地の境界変化：意思決定における時間スケールの拡張と世代間効果」と題し，居住可能地の減少リスクに対して撤退概念への世界的な関心が高まる中，日本特有の低い流動性の要因を明らかにするため，被災後の移住研究に「世代間効果」という新たな概念を導入し，移住・定住意思決定における時間スケールの拡張を企てる研究である．初年度となる２０２２年度は，事前調査として米国フロリダ州，ニュージャージー州の現地調査を行い，水害常襲地における撤退（バイアウト）事業とともに，高床化補助事業による非移住型の適応策の現状把握を実施した．同調査では，堤防のない河川沿岸に立地していた住宅がバイアウト事業によって再自然化される一方，撤退（バイアウト）による居住者移転によって税収減が懸念されることから，基礎自治体の規模（人口）と事業選択に何らかの相関があることが示唆された．また同調査結果から，当初想定していた沿岸部の災害リスクも重要である一方で気候変動に伴う外水氾濫（河川の越水，溢水，破堤による氾濫）のリスクが高まっていることから，本研究では外水氾濫被災地にも目を向けることとした．同様に日本国内では，令和元年東日本台風の被災地である長野県長野市を対象とした事前調査を行い，米国に見られた近傍移住や高床化された住宅による復興も見られた．２０２２年度はシンポジウムでの発表など現在までの進捗を報告する機会を得た．
