项目摘要

本研究に関して、２０２２年は、著書１件、論文２件、特許１件を発表した。内容詳細は、以下のとおりである。高知県中土佐町において住民参加のもと行われた津波避難訓練を観察・分析することによって、以下の2点を明らかにした。(1) 中土佐町の津波避難訓練において、同一の避難先であっても、歩行より車いすで避難した場合の避難行動時間がより短かったことから、高齢化率の高い地域は車いす避難の準備が必要と考えられる。質問紙調査から、住民は夜間訓練などのさらに多様な可能性に備える訓練を希望していることがわかった。昼間には把握できなかった避難経路の危険箇所、津波避難誘導標識等の夜間視認性確保対策等は夜間訓練によって検討が可能であるため、夜間避難訓練の実施が必要と考えられる。(2) 通りすがりに避難支援に参加した住民の避難支援の動機の詳細は不明であるが、避難支援行動を開始する時点は把握でき、二つのタイプが導出された。一つ目のタイプは、予防的支援行動である。これは、車いす避難の支援者の年齢や急な傾斜により身体的負担が予想される時点、支援者の車いす操作不安定により危険が予想される時点等、困難・危険が予想される時点で行われた。二つ目のタイプは、停止発生による支援行動である。これは、車いすが段差、鉄扉のレール、砂利道、支援者の休憩などによって停止が発生する時点に行われ、上記の障害物から抜け出し停止が解決なると支援行動を終了した。地形やコミュニティなど地域特性により、住民の避難支援行動も異なることがあるため、本研究で対象とした地域以外においても実験を進めることで様々な地域に適用可能な支援行動パターンを導出する必要がある。ならびに、夜間での支援行動など様々なケースを想定して検証していく必要もある。本研究で用いた検証を津波避難計画に盛り込むことで、要配慮者やその支援者も含めた人的被害軽減に貢献していきたい。
