项目摘要

本研究は、継続的にエリア防災の実効性を高めている取組を実践しているエリアでは、参画企業にどのような価値が生み出されているかを明らかにし、多様な組織と協働したエリア防災活動の運営に活用できるような社会と企業の両面を含めたインパクト評価指標の開発を目的としている。2022年度の研究実績は以下の通りである。（１）先行研究レビューこれまでのエリア防災活動に関する既往研究を調査し、約40編の関連論文を調べ、体系的に整理し、傾向を分析した。その結果、エリア防災に関しては、エネルギーや情報システム等の設備のハード対策に関する研究が多い一方、エリアで実施する訓練等マネジメントに関係するソフト対策に関する研究が少ない傾向が見出された。また、近年は、エリアで実施する事業継続に関する研究が増えている。例えば、地域継続計画（DCP）やArea-BCPのように、災害時においても地域の重要な活動を継続する概念での研究がみられる。以上の整理から、エリアマネジメントの一環として防災や事業継続に資する先行研究が非常に限られる現状が明らかとなった。（２）エリア防災活動による災害時と平常時の価値の分析都市再生緊急整備地域内の主要駅等周辺において、滞在者等の安全を図るための退避経路、退避施設、備蓄倉庫等の整備や管理、災害時の対応ルール、平常時の訓練の内容等を定めた都市再生安全確保計画を対象として、エリア防災活動を多様な主体が継続的な参画と平常時の価値の追求との関係性を分析した。具体的には、同計画を策定している29エリアを対象として、同計画の１年当たりの改定数と平常時の価値の記載項目数を数値化して関係性を整理した。ここで、平常時の価値とは、「地域コミュニティの醸成」や「都市の国際競争力の強化」が挙げられる。その結果、平常時の価値の追求の記載項目が計画書に多いエリア程、１年当たりの計画の改定数が多い傾向が見られた。
