本研究の目的は、アフリカにおける低い農業生産性の要因として家計内の圃場間における農業投入財の誤配分に着目し、そのメカニズムを経済学の視点から探究することにあった。特に非効率性の経路として、夫婦間の非対称情報に基づく農業投資に対する投資意欲の差に焦点を当て、家計内で戦略的に情報を秘匿する誘因が生じる可能性を実証することを目的とした。そのため、研究計画では、ザンビア・カッパーベルト州の夫婦を対象に、夫婦双方から情報を集める調査と農業研修の参加者を家計内で無作為化するフィールド実験を実施する予定であった。しかし、世界的な新型コロナウィルス感染症の流行により、2022年度はザンビア共和国における現地調査の実施が叶わなかった。そのため、2022年度は先行研究の包括的なレビューとともに過去の家計調査で使用された質問票を収集することで、来るべき調査に向けて準備を行った。とりわけ、先行研究では、小規模農家の生産性を計測する際の計測誤差の問題を指摘しているため、より注意深い計測が投入財および農業生産高、双方において求められる。そのため、GPSを用いた土地面積の計測や土地の質を客観的に計測するためのサンプリング調査の実行可能性をザンビア統計局およびザンビア農業研究所と協議した。また、単収の家計間変動を説明する要因として天候ショックに代表される生産性ショックの役割も再注目されているため、世界銀行がアフリカ各国で実施しているLiving Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA)で使用されている調査資料を参考に、これらの変数を質問票に取り組む予定である。今後は委託契約による実施の可能性も含めて、ザンビア北部における家計調査の実行可能性を検討していく。
